Delhi Board of Senior Secondary Education is a self-autonomous private organization, which is established for the poor and disadvantaged groups as street children, working children, rural women, and physically challenged people in our society. However, the Schooling system of the Delhi Board of Senior Secondary Education is not similar to or comparable to or equivalent to the Boards like Central Govt. or State Govt. Boards. The Central Govt. or State Govt. Boards are established/created through parliamentary or Legislative Bills. However, the Delhi Board of Senior Secondary Education is an NGO/trust-based Board mainly for gaining self-education, self-knowledge, self-satisfaction, and self-employment. All the courses run by the Board are its autonomous programs. This Board has been established to promote the educational, social, and economic upliftment and general welfare of the people of India, particularly the socially and economically backward sections of the Indian society by organizing various types of educational programs.

There has been a considerable increase in the spread of educational institutes during the period 1950-51 and 2007-2008. During these periods scope for secondary and higher secondary education increased by 3 times. Thus, it has given rise to a particular segment of so-called Private Candidates. A private candidate is someone who is not in full-time education in a school, college, or similar educational institution. A private candidate can be a part-time student, someone studying evening courses, a school dropout, someone taking a correspondence or distance learning course, or someone who is being home-schooled or self-taught. Here Delhi Board of Senior Secondary Education plays a vital role in balancing the equation of getting those special students in a common platform, where they can avail low low-cost optimum & and substantial education, learn the basics, examine & and certify, and appear for their first benchmark of Examination and obtain certificate of secondary level. It is just an initiative in pursuance of our national educational drive to help, encourage, and support the neo-literates.

Delhi Board of Senior Secondary Education has extended the distance education programs to all directions. With comprehensive online solutions for students, our motto is to help everyone in need of education for dignity, self-respect, and self-empowerment. Through its quality delivery system, endeavours to provide a good education for all at their door steps and consequently achieve the target of 'Universalization of Education' at the primary, upper primary, secondary, and higher secondary levels. The main target of the Institution is those individuals, who have not been able to enroll in the formal system or have dropped out due to some reason or the other especially females, rural youth, and working people in India.

Each educational organization has discretionary powers. Accordingly, every Board / University / State Govt. / Central Govt. of India has the liberty and right to make its own decision either to allow or refuse any admission and accept or refuse the certificates for employment purposes.
